TALLAHASSEE, Fla.—Attorney General Pam Bondi’s Medicaid Fraud Control Unit and the Gadsden County Sheriff’s Office arrested three individuals in connection to the physical abuse of a Florida State Hospital resident.
According to the investigation, Robert Blackman, 56, attempted to punch the disabled resident, shoved the resident’s head down and then pushed the wheelchair-bound resident into a wall. Blackman is no longer employed at the Florida State Hospital in Chattahoochee. Two additional employees, Shabrika Butler, 27, and Janice James, 49, allegedly witnessed the abuse and did not report as required by state law.
Blackman faces two counts of abuse of disabled adult, third-degree felonies. If convicted, Blackman faces up to 10 years in prison and more than $10,000 in fines. Butler and James each face charges for failing to report the abuse of a disabled adult, a misdemeanor. Attorney General Bondi’s Medicaid Fraud Control Unit investigated the case. The State Attorney’s Office for the Second Judicial Circuit will prosecute this case.
