Chipley — The Chipley Garden Club remembered T. J. Roulhac Friday, Jan. 18, with a Arbor Day tree planting at the Washington County Historical Musuem.
Dozens of residents braved chilly temperatures and stout winds to honor Roulhac, a Chipley educator and the namesake of the Roulhac Middle School.
